How to change RMS (Root Management Server) after migration to new

I am having trouble with changing the RMS (root management server) after a
server migration. I have the old server which still has the SDK Service
running and the new server which also has the SDK running. Management
servers are still reporting to the old server and some are reporting to the
new. I can disable the SDK on the old server, but found documentation is not
clear on how to make sure the new server is recognized as the RMS.
Suggestions?
