Now even if that event ID is logged into event viewer i am not getting alert
emails. and its not logging an alert on SCOM server Active alerts view. when
i check the health explorer for the target server it shows that event mintor
in critical state. i believe, event monitor are suppressed by default and non
customizable. i am trying to reset the health of the event monitor in health
explorer to healthy state. its giving an error as " this can't be reset to
healthy state.
How can i start getting the alerts again?
Can you please help me resolving this issue.

If the monitor is in warning or critical state already, you will not get
an new alert. It has to go from healthy to something else to generate an
alert. In healthy explorer there are reset healthy button, reset healthy
on different levels in the explorer. Else, investigate you the monitor is
configure to be reset, is it with another event maybe? If it is then generate
that event with for example eventcreate.exe
