I have the same problem. The machin is under Windows 2000 Server (language
French) and there is MSMQ, ...

I try to install windows 2000 Server (US) to see if it results the problem
...

It's resolved ... The problem came from the connection between MIS machine
and AD Domain controller, just a DNS problem.
