Slow first time activation

I have installed a MTS component on NT4 server. For some reason,
it takes about 30 seconds to connect to this component. After
that it is very fast. And then after about 3 minutes, this
component gets unloaded and it becomes slow again to connect to
it.

I don't know why this is happening. Is there a way to either
configure it to load faster or make it stay resident even after
3 minutes?
