MTS Object Instantiation Error

We have an n-tier system running under MTS which is trying to access a
Mailer COM object from a VB Business Object. We are using MTSs
objCtx.CreateInstance(...) method to instantiate this object (which is not
under MTS control). This has worked consistently for four months without a
hitch.

For no apparent reason, the component can no longer be instanced, with the
application error log showing the following message:

I have tried re-registering the component in question to no avail. Does
anyone have any ideas about the meaning of this message, I cannot find
reference to it in any of the usual places.
