i have susessfully downloaded sp3 for xp home edition, when i go to install
it, it goes half way through the installation and when it get s to the part
where it is installing a catalog it stops and tells me that the installation
was unsuccesful. when i check up on the windows update website it tells me
that there was an error code 0x8007f01e. and to try again. i've done this 3
times now and i get the same result. it told me to use the free update live
help, but when i go to that page it tells me i have to pay.

Yes. You're a bit late for the free support from MSFT for XP users. ; )

And you have a fairly infrequently seen code.

http://www.tech-archive.net/Archive/Windows/microsoft.public.windowsupdate/2006-08/msg00876.html

(BING search for
(8007F01E OR 0x807F01E) (MSFT OR MVP)
)

Also, you're in the wrong newsgroup. Probably most appropriate would be XP
Perf & Maint but you would also get some answers in the WU NG.
Cross-posting to the latter for convenience.

Good luck

0x8007f01e: STR_CATALOG_INSTALL_FAILED
The version of Windows you have installed does not match the update you are
trying to install.

Start | Run | (type) WINVER | [OK]

Write down the full, second line of text you see in the resulting window.
Now post that text in a reply to this post.
