Cannot access Update Catalog website with IE8

I have Win XP Prof with SP3 and all security updates current date, and Panda
IS 2010 disable
The security level from IE8 is predetermined

I am trying to access the URL:
http://catalog.update.microsoft.com/v7/site/Install.aspx

Click the Information Bar Internet Explorer, which is at the top of your

On the menu, click Install ActiveX Control.
Depending on security settings, you may emerge the Warning dialog box to

But do not see the Information Bar Internet Explorer.

Any suggestions?

Wow. That is broken (at least on XPsp3 with an earlier version
of the control already installed.)

Disabling the control didn't help. Disabling Scripting changed the symptom
but didn't help. Only removing the old ActiveX control worked and then
only after starting from the beginning again.

E.g. not even Ctrl-F5 on that install page caused it to be retried enough
to show the Notification bar.

BTW the messages shown are all inconsistent with the actual options too.
FWIW I used the first one.
