Reormatting hard drive after virus attack

My PC has viruses in it and it will not run for long enough for me to do
anything. In safe mode, it is more stable and I can get to the C: prompt. I
tried to reformat the hard drive but it says:
Volume is in use by another process. Format may run if this volume is
dismounted first.
It gives me the option to dismount and when I say yes, it says
Cannot lock the drive, the volume is still in use.
How can I reformat. I am using XP
