is there a way when you draw a line between two gps coordinates that the line
snaps to the road instead of just a straight line between the points.

Depending on the size and location of the area you're dealing with, you
might want to look at the raw TIGER line files form the census bureau. In
my experience, they tend to be almost the same as MapPoint's roadwork layer,
and fortunately they're in the same projection (WGS84.)
