As detailed here

We are having issues with trying to get the Token service working for our
Staging development, that will be using the Bing Maps for Enterprise once
this goes into Production.
As detailed in the thread, we think we have implemented this correctly, but
after 5 days now we are not getting any data reported in our View Reports
section of the CSS website (in our developer account)
It has been mentioned that this Token service does not work for a staging
environment. I find this hard to believe as how then are we supposed to gauge
the usage of our application, before it goes into production.
Any thoughts or answers would be most welcome.
Warm regards

I was able to capture MWS, Bing, Bing Web Service calls on a developer
account (no production access) on CSS. Try making a call to the
FindServiceSoap.FindNearby method and see if that gets captured (remember to
filter your results to staging environment in CSS). More info here:

If the staging token service yields no results, you can try capturing using
the Mappoint Web Service staging service as a fallback.
Hope that helps,

I do get a token back from Staging, but I get no tracking data in the
reports and havent for the past 4-5 months. I am only using the token for
Basemap imagery (no geocoding or directions)
Bing Maps team, how can I see my staging reports and/or make sure that the
Staging token is really a Staging token?
