I have developed a snapin using VS2008 - targeted for .NET 2.0. It
installs correctly on my dev machine - Vista Business. When I move it
to a new instance of Windows 2003, installutil.exe returns the dreaded
"unable to get installer types". I have installed 2.0, 3.0, and 3.5
on this machine. MMCPerf has been run. I target the various .NET
versions. All results in failure. Does anybody know how to figure
out what is missing in the glorious hell of .NET?

I would look at adding any of your dependencies (project references) to your snapin into the GAC (sign them first)
