It complains that I require a browser that uses cookies or if mine does to
turn them on. I am using IE4 with cookies on but it won't work.
Any ideas?

You can always do as I did:
Go find another -- better -- browser-based, free e-mail service that
hasn't been swallowed up by the microsloth whale (ya know--like
Hotmail used to be); e-mail all your friends and associates with your
new address; and tell microsloth to take its bloated, snail-paced
webserver and stuff it down their cookie hole. :o)
...but, if you can't do that, at least you can never -- NEVER -- click
on any of hotmail's banner ads.

Let's not spread untruths here, Medha. The following is the only
option you get when trying to login with cookies turned off. You will
notice there is no place to continue without accepting cookies:

If you click on the "Get more info" line, (the only link offered) you

It's sad what is happening with microsloth's bloated billfold and
Gates' gregarious ego.
If he thinks he's going to crush his web-based free e-mail competitors
using his substandardized mutation of hotmail, he's grossly mistaken.
I suspect he's turning Hotmail into a tax shelter. What a waste.
