I doubt the OP ever received a reply because the post was probably never
seen by anyone who might have the answer -- it was posted during a time when
the Mactopia Forums weren't working properly. Even so, if the answer wasn't
displayed in that thread it's unlikely that the OP is going to return
roughly 6 months later to answer your question :-) Please don't tag onto
posts from other users... There are many reasons why but right at the top is
that if nobody responded to that why should you expect a reply there either?

Once you have created your Header and/or Footer, go to the very beginning of
the document & insert a Continuous Section Break. When you Protect the
document put a check in the Forms box & click the Sections button & remove
the check for Section 2 (as well as any other sections that need to remain
editable). [NOTE: This will also disable a number of features in documents
based on your letterhead template, such as footnotes, various Views, etc.]
