Single line bullet promotion/demotion

Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel

Hi, I am taking notes during class in the notebook layout view. I am having a problem promoting/demoting single bullet headings. When I press tab or shift+tab the line I want moves, plus everything below it. Is there a keyboard shortcut or other way to just promote/demote a single line and not everything underneath it?

I believe the only way is to use the Formatting Palette Level list to
reformat the item with a different Level Style. You should be able to select
any higher level & you can select one level lower than the preceding item.

If you want to be able to make the change with keystrokes go to Tools>
Customize Keyboard, select Styles from the Categories list, then select a
Note Level & assign the keystroke of your choice.
