You have three options:
1) Use continuous numbering.
2) Use a Table for your countries.
3) Use EndNote.
Option 1 is far preferable for the reader ("end notes" is even better...).
That way, the reader knows at a glance where all the footnotes are (at the
end!) and they can quickly find the one they want ("137" is a LOT faster and
easier to find in a list than "2-27").
I am a Technical Writer: it's my job to know this stuff :-)
Option 2 involves removing those continuous section breaks to go back to one
column, then creating a table by selecting your countries and choosing
Table>Convert to Table.
It's quicker and easier if you only have a few to do: if you need to do a
lot of this, use continuous footnote numbering so you can have multiple
section breaks.
Purchasing EndNote is almost essential if you are going to write serious
academic papers and expect to write more than one during your career :-)

Well, I don't need (or use...) EndNote, so you would have to ask someone who
does. My understanding was that you can create any numbering scheme you
like for footnotes or endnotes using that product. As I say, I don't use
it.

No: but YOU can. (I'm "family", they would ignore me...) Use Help>Send
Feedback from the Word help menu to submit your idea.
Take care to explain exactly what you mean, because I don't understand you.
Otherwise, Microsoft is going to say "If the window is not in the foreground
and have focus, it cannot scroll".
So take care to explain what it is that you want, and how you get it to
happen in other applications.
(I suspect you are talking abut "command queuing" but I am not sure...)

Using a Microsoft Explorer Mouse 6000 model 1362, OS 10.6.2, Word 12.2.4 and
Firefox 3.6.2.
1) Open both applications.
2) Display a web page in Firefox
3) Display some text in Word
4) Arrange the windows so Word is in front of Firefox but Firefox is
hidden.
5) Click in Word.
6) Hover over the visible portion of Firefox and roll the scroll wheel.

There are various things that can interfere with this process. Secondary
windows such as the Word toolbox and Mac OS X Spaces. And I seem to
remember there is a setting somewhere for "Focus follows mouse pointer" that
can be turned on or off -- but I can't find it, maybe it's a Windows-only
setting?
"Command queuing" is where you can hit a bunch of keystrokes and have Word
carry them out while you get a cup of tea. "Type ahead" on a slow computer
is an example...
