I'm just not satisfied with many of my pictures in Power Point. My
35mm slide projector is much better. I would appreciate any advice
you can give me.

TIFF or PNG for best quality/larger file size
JPEG for better compression with a compromise in image quality that depends
on the compression settings and the image itself.

Irrelevant; # of pixels is the question to ask. See below.

400's nowhere near enough. For a full frame image, you want the number of
pixels to match the number of pixels your display's set to (or the display
where you'll be showing the presentation). This'll generally be 800 or
higher.
Given that a slide's roughly 1.5" wide, that translates to 800 / 1.5 or
roughly 533dpi, if the scanner software won't let you specify pixels.

Yup. Images is images.

For the forseeable future, 35mm slides will be better. I doubt they make a
consumer scanner that can come anywhere near capturing all the resolution a
normal slide can record, much less a Kodachrome. On the other hand, you
can't revise a 35mm slide show at the last minute, send it by email, put it
on the web or alter the images. All depends on what's most important to
you, I guess.
As Steve R says...you need to think in terms of pixels and not dpi.
