The only means of doing this is through Outlook since Entourage does not
support that ability.
Please be sure to let Microsoft know you'd like to see this feature in
future versions by using the Help --> Send Feedback mechanism in any
Office application.

We are in the process of migrating Macs across the company from PowerPC to
Intel. Our solution for this requirement is currently to have Tech Support
route requests to the Mail Administrators to perform the membership changes.
Previous to this, clients would run Outlook in Classic mode to perform the
changes themselves.
Client self-help is increasingly the goal of IT support, and this lack of
functionality goes against this and will generate an increasing number of
cases as the migration continues.
We have no choice but to look for any third-party options, so if you have
any suggestions they are welcome. Microsoft and other sources have
recommended AutoDL, but it appears this is not an option in Exchange 2003.

Very odd that your search didn't see the tag on the right for
"Entourage". Keep in mind that this is just an overall "team" blog and
not necessarily dedicated to explaining new features or specific Office
components. But it is the place where you'll find most new announcements
first thing.
I highly agree with the idea of empowering folks to manage their own groups.
Since you mention Intel Macs I suggest simply looking at something like
CrossOver Mac <http://www.codeweavers.com> or maybe Parallels
<http://www.parallels.com>. With Intel there's no need to stay with
native Mac apps if you need something that only the Windows world has to
offer.
