No, this is one area where Outlook for Windows trumps Entourage for Mac.
This is not a platform issue and to credit or blame a platform based on
how an application is operates is really a disservice.

This is a well-known issue but it's by design, not a bug.
Entourage cannot compose "complex" HTML messages. It has never been able
to do so. A complex message would be one that supports tables, CSS,
embedded hyperlinks in text and graphics, etc.
Entourage does support composing "simple" HTML messages. This is akin to
messages with Rich Text Formatting (RTF). it is limited to using
different font styles, flushing text left/right/center, a simple rule
line, etc.
Because Entourage cannot compose a complex HTML message, it therefore
cannot simply forward complex HTML messages. Afterall, forwarding a
message is really just creating a new mail message and dumping in the
text of the original message.
To work around this, use the Message menu --> Forward as Attachment to
preserve the complex HTML.

The .eml format is an E-mail standard. When other clients receive it and
open it as an attachment, they are essentially opening it as if it were
sent directly.
