I tried both typing "RegEdite regfile.reg" on the command line, and in the
menu "Start-->Run" . The results were the same: the RegEditor is launched
without importing the "regfile.reg" into the registry.
Anyone knows how to import a .reg file into the Windows CE Registry? Does
anyone knows any registry editors like "Tascal's RegEdit" which allows
importing .reg files into the Windows CE registry? Where can I get them?

I'll appreciate your kind help.

Is it possible to change the file type by simply typing in a new
extension?? Sometimes the OS gets fooled, then you can change it back.
