問題となっている環境と状況をできるだけ具体的に詳しく説明してください。
問題となっている Windwos 7 64bit 版は、
クリーンインストールされたものでしょうか？
そこには これまで 何も Application が install されていなかった状態での導入でしょうか？
OneNote2007 は 単体での導入でしょうか？
ほかの Microsoft Office の Component がすでに導入されていて、
それに対する Add-ins が導入されているのであれば、
それら（Add-ins）を一度 Uninstall してから OneNote 2007 の導入を試みてください。
