JVM Removal Tool not available to general public WHY?

We all know that the settlement between Sun MicroSystems and Microsoft
dating about 2 years ago, allowed Microsoft to continue to patch JVM (but
not upgrade it to new versions) until Dec 31, 2007.

How do we remove it on that date? I have it on a 98SE machine and an XP Pro
SP2 machine. I don't use Sun Java at all but know I will be forced to do so
in January.

The Microsoft page for the removal tool states that ONLY IT managers are
allowed to download the Removal Tool after agreeing to a long list of
conditions. Where does this leave us Home users? Are we supposed to just
leave JVM on our machines? I am seeing threads on this in many forums and no
clear answers. I was surprised today to see that Microsoft has not put the
removal tool back on their servers for us Home users. I realize I could
download the Removal Tool from some site that has it from a couple of years
ago when it was briefly on Microsoft servers but the Microsoft page makes me
leery of doing that. Microsoft warns in strong language about how the
removal tool affects the entire OS ...doesn't just cleanly remove JVM as I
guess JVM is too embedded.

So, what is the official advice from Microsoft for home users facing the
demise of JVM on Dec 31?
