Outlook 2003 cannot create Outlook data file

When I try and set up outlook 2003, I get an error "unable to open your
default e-mail folders".
When I goto control panel, mail setup, e-mail accounts, New outlook data
file...
I get an "unknown error occured, error code:0x80070002"
This is an XP pro machine with Office 2007 basic.
Any suggestions before I start uninstalling and reinstalling applications?
