Changing languge on tablet pc input

We have got tablet pcs wich have windows xp tablet pc edition 2005 installed,
however as we are settled in spain we need to use the tablet pc input panel
in spanish. when changing to spanish it only allows onscreen keyboard nor the
character neither the writing pad.
Do we need to install libraries? maybe needed a update?
