How to install Active X without being an administrator

we have a two citrix servers that we use to host our telecommuting services
for our workers.

one of the applications that they use is IE for webcourses (blackboard).
some of these courses require Flash to be installed.

I have installed flash on the machine as an admin, and it works fine for me.
unfortunately (fortunately) these people do not have the same privliges as
the support people and I have on the machines, so they can not view the flash
objects on the macine.

my problem is how to get active X to install for each additional user who
does not have the abillity to install programs.

the servers are both server 2003 machines
