802.1x computer and user authentication - what forces user auth?

After installing a Windows 2003 IAS as Radius server and setting Computer OR
User authentication in the remote Access Policy, every time I log in from my
Vista machine a user authentication is performed as well. If I don-t supply a
valid domain user credential within 5 minutes, the connection closes. Can
anyone tell me what forces this secondary user authentication after the
machine is actually authenticated? Is this by design, or possible to
configure? I know I can control this via Group Policies, but want to know
more about the mechanisms involved first.
