IE blocked site from downloading files... How do I turn this off?

I'm trying to use IE7 to download an Excel file from a completely
legitimate Pennsylvania government website, but IE blocks the download
and gives me this message in the information bar:

To help protect your security, Internet Explorer blocked this site from
downloading files to your computer. Click here for options...

When I click for options and choose Download File, it takes me to a
blank page. I finally found an old computer with IE5 on it and
downloaded the Excel file with no problems. So I worked around the
problem, but the old computer isn't going to be around forever, so at
some point I'm going to have to figure out how to make this work in IE7.

I tried going to the Security tab in Internet Options and setting it for
Medium (this is like McDonald's, where you can only get Medium, Large,
and Extra Large--what happened to Small?), but this still blocks the
download.

When I dig deeper into Custom, there are a *lot* of buttons I can turn
on or off. Does anyone know which one of these will allow me to download
this file?

If you want to see the same thing I'm seeing, go to

http://munstatspa.dced.state.pa.us/Registers.aspx

and select a register (choose the first button), then type PENNSYLVANIA
into the Select Municipality box. That will take you to a new page where
you'll get a choice in the upper right: Select a format to download. If
you choose Microsoft Excel or CSV, it will block the download. If you
choose PDF, it will download it.

First things first: Windows version?

=> Does this behavior persist if you start IE7 in No Add-ons mode? To start
IE7 in No Add-ons mode:

1. Right-click on the blue IE desktop icon and select Start without Add-ons;

2. Start > (All) Programs > Accessories > System Tools > Internet Explorer
(No add-ons).

I guess you might have found the internet Options very confusing this is
very simple to enable the downloads.

In the internet options on the security tab. In the Internet Zone. Click on
the custom level.

Now in this window. Scroll down where you see the Downloads.

Under which Automatic Prompting for file downloads which will be disabled by
default
Enable it and similarly under downloads option. Make sure that everything is
enabled.

This can enable you to download the file which is ever you require

Yes.

I followed the above instructions. After selecting the Excel option, IE's
Information Bar appeared presenting a prompt about a pop-ups. After
selecting "Temporarily allow pop-ups" option and re-selecting the Excel
option, another IE7 window opened, again with the Information Bar which this
time asked if I wanted to download the file.

The same /should/ have happened on your machine unless a third-party
application (e.g., pop-up stopper; anti-spyware application) interfered.
