Can't see pages, Buttons on pages don't work

I have a new computer with windows vista home premium. IE 7 does not display
most sites correctly. I can't even access this microsoft site for help. The
buttons on the page do nothing when I click on them, things are missing on
web pages or complete websites do not show up. What gives. This is not the
way a new computer should come. I have gone into security settings and
changed settings. Nothing works.

Please if someone knows what should be enabled/disabled I would really
appreciate it. I have a business to run & I can't even get into my hosting
company to work on it..because the buttons don't work on the web page so I
can't log in. (and it only works with IE!)
I can't get back to this page so please send an email if possible. I am
using another computer right now to get to this page.
