Is it now possible to make sure IAS does not fail authentication if logging
is impossible (for any reason)?

This IAS behavior is by design. If logging fails, the IAS server stops
performing authentication and authorization of connection requests.

I know it is by design and I think this is a poor design decision. As from
Cisco's release of ACS4, I am moving away from IAS, for that and other
reasons. At least for dot1x environments.
