How to set UserDir in Apache for NT/Win2000

Hi, All,
I download Apache 1.3.4 for WinNT/Win2000, and install it on Windows 2000
perfessional, I want to connect my home directory on it by set UserDir, and
create a
directory named "public_html" under my home directory. follow Apache
instruction, I set it as below.

but it is no use.I can't access my home page from the web address
