I find very often that I connect to another person, and we can use
audio/video chat. However the whiteboard and text chat remain unavailable.
Opening either just says "Not in chat", even as you watch and listen to the
other person.

Someone suggested that the text is slower to connect, but I find it just
doesn't connect *at all* no matter how long I wait.
Has anyone else encountered and overcome this problem? If so how did you
manage it?

Ask your connection to open his/her chatboard also. That might work, as it
works for me sometimes.
