Jasc Paint Shop Photo Album 5 and Windows Installer

Have a Dell box running Windows (version 5.1)XP sp3. On startup, the windows installer continually loops that it is trying to install Jasc Paint Shop Photo Album 5. I have tried uninstalling from Control Panel, I have tried msconfig and removing from the startup, I have been in the regedit and searched for .msi files (none found), any ideas of how to clear up this irritating issue? It really slows the PC usage down!
