WIN 7 Paste Comand Does Not Work

Running WIN7.
Have tried the following:
Re-loaded (and repaired) affected software. No change
"Repaired" WIN 7. No change
Run "chkdsk /R C:" -- No problem discerned.
Disabled and re-enabled system services. No change
Have run registry clean-up software. No change.
At the outset the "copy" function would not work. But that seems to have resolved itself. Only the "paste" function is not functioning.
Any assistance would be most welcome.
