What is the *complete* URL of the web page you are at when you see this
phishing attempt? Also, what was the URL that *you* entered (not one
where you clicked on some link)? If using a shortcut to Hotmail, what
is the URL for that shortcut? Just HOW are you getting to Hotmail?
Did logging into your Live ID account ask for the credit card at the
Live login screen? Or did you click on a link in an e-mail?

Is this a free or paid Hotmail account? It seems to be for MSN which is
a paid service. It also appears to be a child profile created by your
parents for you to use.

Hacking is a possibility. Even if there is a hint that someone hacked
into your account is the time when you should change your password.
Also look at the details your provided for your profile there as the
hacker either knows them (to use the Forgot Password scheme to get back
in) or has changed them.
After logging on using the Live ID screen (login.live.com), click on
"Account" (shown in grey on the left to your name), or go to
https://account.live.com/, and click on Parental Permissions. Any child
accounts defined? This feature isn't available in all areas; see:
As I recall, you can add personal info to your account's profile (some
of which gets used with the Forgot Password process). That includes you
birthdate. You never did state that this account was working before.
So maybe you entered your birthdate when you created this account and
the problem has been present since the beginning of existence for this
account. So what birthdate did you enter when you created the account?
The birthdate you specified is shown in the account summary page. If
you entered the wrong birthdate, click on "Registered information" to
correct it.

Then you're screwed in having to follow the links provided by other
respondents on how to contact Hotmail support. Since you cannot get
into your account, and since you don't want to trust them with a credit
card number (which could be a temp card you issue using your credit
issuer's service or a prepaid card), you'll have to ask them to rectify
the problem. We're just users here like yourself.
If someone hacked into your account, they could've changed the birthdate
(which would make it impossible for them to use thereafter as is
occurring for you but they may want to nuisance you or make you abandon
the account).
If your issue doesn't magically correct itself, you're destined to repeat this history for quite some time

I have this problem because I was playing around with the birthdate in the
Profile section of Hotmail. For your dilemma, SOMEONE HAD to have selected a
birthdate after 1991 deliberately. It doesn't happen by accident.
I've had my account for 15 years. You would think they would've programmed
Hotmail to automatically assume the user is an adult if the account is a
certain number of years old.
Although I have solved my access problem by following the complicated
procedures of giving credit card numbers and 2ndary email accounts, I still
have not converted my hotmail account back to "adult" status. I had to email
the Hotmail Engineers and have no luck getting a reply.
