Is there any way to keep sites from leaving AtlasDMT.com on my computer. I
have good spyware protection. I scan and delete it at least a dozen times a
day. I have gone to Tools/Internet Options/Privacy/Sites and told IE8 to
block AtlasDMT.com, but it keeps getting through.

It appears to be done deliberately by Microsoft. Almost nothing else gets
through anymore.

be aware that you do so at your own risk. Some sites that offer free removal
are actually scams to put new virus/malware on your computer.
Unless you really know what you are doing, it may be advisable to get a
local professional to remove it for you.
