Tune index server

I can't reach to have access to the menu option "Tune
performance" for index server on a Windows 2000 Advanced
server. This server is clustered and is used for SQL
server too.
I have the admin rights on this server.

Does some one have any idea?
Do I need to manage it via Registry. In that case, does
some one have a registry key list for tuning Index server.

In fcat the service is restarting immidiatly, but I
reached to catch it and tune it.
