why do i get http error 404

hello people,

why do i get http error 404 when i access the ASP file from my program and
not when i access the same file through IE 5.5?

I have a ASP file which gets server time.
I found it working fine when i use it in IE browser. i get my server time
displayed.
when i try the same from my VB application using SOAP i get this Http error
404.
I have IIS 4.0, NT 4.0 with Service pack 6.0 and IE 5.5 and i have not done
any changes to these applications.

is there something i am missing???

need help people.
