IE cannot find localhost when running IIS

I cannot get my IE 6 to find my localhost when running IIS
5.1 on XP Pro (Dell Configured Sysem without IIS setup).
I have tried many things and reinstalls etc. Two facts
seem out of line when I look from at my system. The
Managment Controller under IIS does not have my localhost
name after IIS just websites then default web site. When
I go to IIS my local sysem name is under IIS then default
website. When I go the web browser and try local host
then do an netstat I see TCP machinename:http
localhost:3117 then TCP machinename:3117 localhost:http
both established. I thought this is supposed to happen
over port 80. Is this going out to broadband provider?
In my LAN settings I have nothing checked. I've tried
different thing with no better result. My localhost is
set to Default Web SIte All Unassigned port 80. IP address
has my assigned address from broadband provider. Help!!
I've worked on this for days. I'm trying to connect my
Visual Development environment to do Webservices on my
localmachine.

I'm sure you tried this but sometimes it's worth trying 127.0.0.1 instead of
"localhost".
