Keep-alive not working with Eprise content management

One of our customers has a problem with a site using Eprise content
management system with IIS. In IIS the Keep-Alive function is checked but
it doesn't appear to be working when we inspect the http headers that are
being generated. As a result performance is abysmal as the home page has a
large number of objects on it.
