IIS "stuck" recording same date and time in log file

Hi,

I have a server running IIS hosting 11 web sites. I noticed this
morning that one of the sites is recording the same date and time in the
log file. Today is March 29 and the log file is constantly recording
all accesses as "3/21/99 1:55:17". I double checked the system time
which is correct, stopped and restarting the web site multiple times,
and checked the other web sites log files, which are all recording the
proper time. I checked through the Event Viewer and found no out of the
ordinary warnings or messages.
This web site is recording in Microsoft IIS Log File Format in
monthly increments and running with Frontpage Server extensions. The
web site itself is running nothing out of the oridinary. At the most it
is using a web page counter, same as all the other sites on the server.
Any help or information regarding this situation would be
appreciated.
