Try to reinstall IIS using this steps
a) unisntall iis.
b) remove folders and files (safe mode)
%systemroot%\system\32\inetsrv
\inetpub\
%windir%\iisX.log X(w2k-iis5.log; xp,w2k3-iis6.log)
c) reinstall iis and patch Q811114

You need to remove each one, then reboot machine.

There's some failed error in the iis6.log.
anywhere, try the above and assign any private IP
and see how it goes.
IIS will need to bind to IP in order for it to works.
after you configure IP, at command prompt, enter
'netstat -an > aa.txt' and open aa.txt, do you see
any port 80 binding. e.g. 0.0.0.0:80 ??

Anywhere, there's no port 80 in any binding, now, try
'net start w3svc' at command prompt. If you see
the msgs something like 'starting World wide web service...'
with no error, try browse http://localhost/ or http://127.0.0.1/
if you get 'page not found error', then try this tool, host -> localhost.

If there's error while you 'net start w3svc' like invalid services
and etc. I'm affraid you have to try you have repeat the previous
steps of reinstalling IIS...........

Basically, this conflict with IIS, because both
offer Web server running at port 80. What you
can do is either run both on different IP
or ports, you can configure IIS to run on port 81.
IIS MMC - Web Site properties - Tcpip port -> 81.
do a start and stop. after that you can access
via 'http://localhost:81/
I'm not sure why you get 'system error 3' when you
try to start it. does the installation complete with
no error ? don't run sambar server till you can run
IIS and have successfully change the port.
I don't believe this can't be solve. you should
see at least the web site 'showing' in IIS MMC.
if not meaning something wrong with the installation.

My XP Pro has this key, so do W2k and Windows Server 2003.
I have no idea why your key is missing. This has been drag for sometime :(
I would suggestion you 1) Open a case with Microsoft PSS
2) Reformat your machine

b) delete all except the "Latest' one. the one with
latest modified date.
c) Assign permissions for both folder as stated in the kb.
d) restart computer
