I made the password change in IIS Manager. There was no IUSER_ account on
the server prior to that. Is there any way to build an IUSER account that
will allow the services to logon. All attempts to create a local IUSER_
account haven't met with any success.

Eugene H. Spafford:
1/ open the users manager
2/ in the file menu, ask for changing the domain.
3/ the window shows all the accessibles domains. Type the name of your
machine (the name after IUSR_ ).
4/click OK. The list of the users of your server is shown. The account must
be there.
5/select the IUSR account, and type the same password as choosen in the IIS
manager.
6/IIS must works fine.

Oliver,
You need to make sure that the account you specify in Internet Service
Manager actually exists first, in User Manager, with the same password. You
also need to grant this account the 'Log on Locally' user right.
