ISAPI pagecnt.dll will not load

I have just installed a new preproduction IIS 5.0 server
with all W2K and IIS 5.0 security and system patches
installed. I have tried to install the pagecnt.dll with
no success. My default home page reaches the hit counter
vbscript and returns the Error: Object Required:'Server'.
When I try to load the pagecnt.dll filter for the master
web site, it allows me to install the filter but will not
load the filter [change the arrow from red to green] after
numerous IIS service startups and stops. Any suggestions
as to why the filter will not load. Same problem with the
counter.dll filter. Currently I have 4 filters loaded on
the master web site, SSpifilt, Compression, md5filt and
fpexedll.
