Run IISState in 'hang' mode while the problem is happening:

iisstate -p <pid of inetinfo> -d <enter>

Thanks for the help, but I figured it out before I read your reply. I ran
FileMon for sysinternals and as soon as it started capturing, it filled up a
few hundred pages worht showing that the inetinfo.exe was basically in an
endless look going to the smtp pickup and Qeue directories and getting Access
Denied trying to write to the Qeue directory. There was apparently a test
mail that someone dropped in the Pickup directory.....either the mail service
did not like the format of the test mail or it was the fact that the Qeue
directory did not have write access. It bothers me though that the smtp
service did not handle the situation well and just move it to the badmail
directory.....but that's a whole different question.
