Cannot get default SMTP Site to start

Try a telnet session to that port -- if it's a SMTP server, it should give
you a banner that might tell you something about what it is.

Nothing in the event log? I've seen this related to particular event
errors, so if you provide those (if they exist) I may be able to help.
