Badmail folder is always empty

I would like to monitor the badmail folder but no email ever appears
in the folder.

I have found 2 events in the event log that seem to explain why, but I
can't see how to change this.

Any suggestions appreciated.

Event Id: 498
Virtual Server 1: All bad messages will be forwarded to the
postmaster.

Event Id: 497
Virtual Server 1: Postmaster will not receive a copy of NDR messages.
