How can i limit smtp connection under exchange sp3,
becouse i have dsl (Slow upload) line.

Yes!

I want to limit the max upload to 64 kbit/s for all smtp
connection becouse i have 128 kbit/s.

There is no such functionality on software level (SMTP connector) exists -
you should look at the hardware level
