Need insights into VPS

We currently have a basic account website on a shared server, and have been
running into some problems with blocked emails that I suspect has to do with
some "bad actor" sites on the server. I have been trying to find solutions
that would provide us with a fixed IP, and those seem to be handled by VPS
accounts. I didn't see any ngs specifically oriented to VPS, so where can I
look, or is there someone in one of these ngs that can answer some basic
questions?
