First, try login locally using ftp.exe first.
c:\> ftp localhost

post the output here.

Yes that worked.

what client you use to connect to ftp ?
any firewall ?

I use IE6.

I recreated the ftp site. When I don't isolate the users it works fine. i
don't understand why I can't connect when I isolate the users and permissions
are set to full control.

Even with ftp.exe ?
what do you get ? home folder inaccessible?
if yes, make sure you have the predefined path created. e.g.
localuser\usernameX\
