FTP - connection with server could not be established

Ok I have a problem setting up my FTP account with Windows Server 2003 and I have even tried Windows Server 2000 Adv. I am using IIS 6.0 on 2003 and my website works just fine. I can type in my http://(ip address) and it connects just fine. But I'm having problems with my ftp, I have fowarded port 21 as my ftp port on my router and used my router ip for that comptuer as the ip its fowarding too. In IIS I have set it up to be port 21 and set my ip as (unassigned). I have tried setting the ip differently than unassigned but neither ever works. Here is the problem that happens when i go into IE or any FTP software and try to connect. In IE it tells me "Windows cannot connect to the server. Make sure you have typed in the file name correct and that you have permissions to access the folder" Then under that it says "Connection with the server could not be established." I have tried ftp://localhost and it works perfect. But when i type in ftp://(my real ip) it gives me that error message everytime.... and it doesnt have an error number... Well, anyway hoping one of you guys can help because I have tried everything I can even possibly think of and I'm so sick of seeing that error message. Thanks guys.

a) Bind the ftp site to a IP address
b) Restart IIS Services
c) Try connect at the server
using ftp.exe and IE browse the site via IP.

update the outcome.
