What's the difference between ERROR 12002 and 12031

12002: ERROR_INTERNET_TIMEOUT
12031: ERROR_INTERNET_CONNECTION_RESET

I'm trying to re-produce a 12002 error, but always get Error 12031.
Does anyone know what's the difference between them?
